Major Duties Plans, organizes and directs the operation and staff of the Police Department comprised of the following divisions: Office of the Chief, Investigative Services, and Administrative Services. Formulates and directs the implementation of departmental policies, procedures, goals and objectives. Oversees and ensures the efficient delivery of police services to all segments of the community.

Plans, organizes, and directs through support staff the operation and services of the Police Department responsible for the preservation of order, protection of life and property, the enforcement of laws, codes and ordinances and the investigation and prevention of crimes.

Reviews and identifies areas for organizational improvement. Formulates, revises and oversees the implementation of departmental rules, goals, objectives, policies and procedures and work standards for the effective and efficient operation of the department.

Provides vision and leadership, and develops and implements short and long range plans, which reflects City goals and objectives and the needs and interest of the community.

Directs and participates in the preparation of the department budget; monitors and controls budget expenditures.

Directs the implementation of programs and projects and ensures conformance to federal, state, local, City codes, laws, regulations and policies.

Meets, confers and works cooperatively with representatives from federal, state, local and other law enforcement agencies in the planning and organizing of mutual aid programs, projects and related law enforcement activities.

Serves and participates as a member of the Executive Management Team. Meets and confers with the City Manager for overall instructions and guidance. Provides technical advice to the City Manager and City Administrators and informs, presents and explains departmental policies, strategies and programs, as required.

Attends and makes presentations before the City Council, at boards and commissions, professional organizations and community groups. Serves as liaison and represents the department on boards and committees.

Selects, directs, supervises, reviews and evaluates the work of sworn, administrative, technical and support staff. Assigns work and oversees staff training and development. Leads and maintains a competent, discipline, motivated police force.

Establishes and maintains effective relationship with the community. Fosters the Department's community relations efforts and promotes the services and programs of the Police Department.

Prepares and/or directs the preparation of a variety of reports including staff reports, fiscal and/or budgetary reports and required federal, state and local reports and documents.

Keeps abreast of emerging trends in law enforcement, new legislation, regulations and policies relevant to the department's operation. Recommends and/or makes adjustments to procedures to ensure compliance with prevailing laws.

Performs related duties, as assigned.

Minimum Qualifications Education, Training and Experience:

Bachelor's degree in administration of justice, public or business administration, political science or a closely related field. A Master's degree in administration of justice, public or business administration, political science or a closely related field or graduation from the POST Command College and/or FBI National Academy is highly desirable.

Six years of increasingly responsible management level experience in a comparable size law enforcement agency, of which at least two (2) years of experience must have been at a police captain or equivalent or higher level.

License and Certification:

Possession of a valid California driver's license.

Possession of a POST Management Certificate is desirable.

Knowledge, Skills & Abilities Knowledge of:

Principles, practices and techniques of law enforcement organization, administration and operation.

Organization, responsibility and function of municipal law enforcement agencies.

Relevant laws, procedures and legal restrictions on police activities

Applicable federal, state and local laws, ordinances, codes, rule and regulations.

Emerging trends in law enforcement.

Management and supervisory principles and practices including personnel selection, training, evaluation and discipline of employees.

Budget preparation and administration.

Project and program development, management and evaluation.

Effective customer service practices.

Ability to:

Plan, organize and direct the operation and staff of the Police Department.

Select, train, assign, evaluate work performance, counsel and discipline staff.

Formulate, revise and implement departmental goals, objectives, policies and procedures.

Analyze and interpret laws, codes, regulations, ordinances and standards related to law enforcement.

Develop and administer departmental budget and related fiscal functions.

Promote team work, motivate staff and maintain high employee morale.

Prepare and deliver effective public presentations.

Communicate effectively both orally and in writing.

Analyze information, examine alternatives, draw logical conclusions, and recommend and/or direct a course of action.

Evaluate sensitive and/or emergency situations quickly and respond appropriately to diffuse situation.

Evaluate community needs, and interests and develop and implement plans and programs to meet those needs.

Establish and maintain effective and cooperative working relationships with staff, officials of public and private agencies, City Council, commissions, community groups, and the general public.
